Heat the vegetable oil in a large skillet over medium-high heat.
Add the onion and garlic and cook until softened, about 3 minutes.
Add the carrots, bell pepper, broccoli, and snow peas and cook for 5 minutes, stirring occasionally.
Pour in the vegetable broth, soy sauce, sesame oil, ginger, red pepper flakes, and black pepper. Stir to combine.
Reduce the heat to low and simmer for 10 minutes, stirring occasionally.
