Preheat oven to 375°F. Grease a baking sheet with butter or cooking spray.
In a large bowl, whisk together the flour, baking powder, and salt.
Add the melted butter and cold water, and mix until a soft dough forms.
Turn the dough out onto a lightly floured surface and knead for 2 minutes.
Roll the dough out into a rectangle about 1/4-inch thick.
Spread the mashed vegetables over the dough, leaving a 1-inch border around the edges.
Sprinkle the grated cheese, herbs, and pepper over the vegetables.
Roll the dough up, starting from one of the long sides, and pinch the edges to seal.
Cut the roll into 1-inch slices and place on the prepared baking sheet.
Bake for 20-25 minutes, or until golden brown.
