Heat oil in a pan over medium heat.
Add mustard seeds, cumin seeds, urad dal, and chana dal. Fry until they start to splutter.
Add onions, carrots, green beans, bell peppers, and green chillies. Fry for a few minutes until the vegetables are lightly cooked.
Add turmeric powder, red chilli powder, garam masala, and salt. Fry for a few more minutes.
Add oats and fry for a few minutes.
Add water and bring to a boil.
Reduce heat to low and simmer for 10-15 minutes, stirring occasionally, until the oats are cooked and the water is absorbed.
Serve hot with chutney or raita. Enjoy!
