In a large bowl, mix together the flour, baking powder, salt, and vegetable oil. Slowly add the warm water and mix until a soft dough forms. Knead the dough for 5 minutes, then cover and let it rest for 30 minutes.
In a separate bowl, mix together the chopped vegetables, soy sauce, garlic, ginger, sesame oil, and chili paste (if using).
Divide the dough into 12 equal pieces and roll each piece into a ball. Flatten each ball into a circle and spoon 1 tablespoon of the vegetable mixture into the center.
Fold the edges of the dough over the filling and pinch to seal. Place the momos on a lightly greased baking sheet.
Heat a large skillet over medium-high heat and add 1 tablespoon of oil. Place the momos in the skillet and cook for 2-3 minutes per side, or until golden brown.
Serve the momos hot with your favorite dipping sauce. Enjoy!
