Preheat oven to 375 degrees F.
In a large bowl, combine cooked brown rice, quinoa, black beans, onion, bell pepper, mushrooms, carrots, celery, zucchini, tomatoes, parsley, cilantro, nutritional yeast, garlic powder, onion powder, smoked paprika, cumin, salt, and pepper.
In a separate bowl, mix together oat flour, almond meal, vegetable broth, and olive oil.
Add the wet ingredients to the dry ingredients and mix until combined.
Form the mixture into 4 patties and place on a greased baking sheet.
Bake for 25 minutes, flipping halfway through.
Serve on whole wheat buns with your favorite toppings. Enjoy!
