In a large bowl, combine the cabbage, carrots, mushrooms, green onions, bell peppers, bamboo shoots, water chestnuts, celery, bean sprouts, and cilantro.
In a small bowl, mix together the hoisin sauce, soy sauce, ground ginger, garlic powder, black pepper, and sesame oil.
Pour the sauce over the vegetables and mix until everything is evenly coated.
Place a spring roll wrapper on a flat surface and spoon about 2 tablespoons of the vegetable mixture onto the wrapper.
Fold the bottom of the wrapper up over the filling, then fold in the sides and roll up the wrapper.
Heat a large skillet over medium-high heat and add enough vegetable oil to cover the bottom of the pan.
Fry the spring rolls in batches until golden brown and crispy, about 2 minutes per side.
Serve hot with your favorite dipping sauce. Enjoy!
