Rinse the basmati rice under running water until the water turns clear. Soak it in water for 30 minutes, then drain.
In a pressure cooker, heat the cooking oil and add the cumin seeds, bay leaf, cloves, cinnamon stick, and cardamoms. Saute for a minute until the spices release their aroma.
Add the sliced onion and slit green chillies. Saute until the onion turns golden brown.
Add the ginger-garlic paste and saute for a couple of minutes until the raw smell goes away.
Add the chopped vegetables and saute for a couple of minutes.
Add the soaked and drained basmati rice. Saute for a couple of minutes.
Add water and salt. Stir well.
Close the pressure cooker and cook for 2 whistles on medium flame.
Let the pressure release naturally. Once the pressure is released, open the cooker and fluff the rice gently with a fork.
Serve the veg pulao with raita or a salad.
