Soak the rice in water for about 30 minutes, then drain.
Heat oil in a pan and add mustard seeds. When they start to splutter, add cumin seeds.
Add chopped onion to the pan and saute until golden.
Add chopped tomatoes and cook till it becomes mushy.
Add turmeric powder, chili powder, garam masala and salt. Mix well.
Add the soaked rice to the pan and mix well so that the rice is coated in the spice mixture.
Add water and bring to a boil.
Reduce the heat and simmer until the rice is cooked.
Serve hot with raita or pappad.
