Heat the oil in a large skillet or wok over medium heat.
Add the onions, bell pepper, carrots, and cabbage. Stir-fry for 5-7 minutes until vegetables are tender.
Add the garlic and cook for another minute.
Stir in the cooked rice, chicken, and soy sauce.
Sprinkle the Szechuan pepper on top and stir well to combine.
Cook for another 5-7 minutes until the rice is heated through.
Serve hot.
