Heat the ghee in a large pan over medium heat.
Add the semolina and roast it for about 5 minutes, stirring constantly.
Add the sugar and water and stir until the sugar is dissolved.
Add the almonds, cashews, raisins, cardamom, and saffron and stir to combine.
Reduce the heat to low and cook for about 10 minutes, stirring occasionally.
