Soak the red chillies in warm water for around 30 minutes.
Drain the chillies and then grind them along with garlic and ginger to a coarse paste.
Heat oil in a pan and saute the ground paste for a couple of minutes.
Add soy sauce, vinegar, sugar, black pepper and salt to the pan. Mix well.
Simmer the sauce for around 10 minutes.
Once cooled, store in an airtight container.
