In a large bowl, mix together the flour, salt, and oil. Slowly add the water and knead the dough until it is soft and pliable. Cover the dough and set aside for 30 minutes.
In a separate bowl, mix together the mashed potatoes, green peas, cumin seeds, coriander powder, garam masala, red chili powder, turmeric powder, and cilantro.
Divide the dough into 12 equal portions. Roll each portion into a ball and flatten it into a disc.
Place a spoonful of the potato mixture in the center of the disc. Fold the edges of the disc to form a triangle and press the edges together to seal.
Heat oil in a deep-frying pan over medium heat. Fry the samosas until golden brown.
Serve hot with chutney or ketchup. Enjoy!
