In a large pot, bring the milk to a boil over medium-high heat.
Reduce the heat to low and simmer for about 45 minutes, stirring occasionally.
Add the sugar and cardamom powder and stir until dissolved.
In a separate bowl, mix together the semolina, all-purpose flour, baking powder, and baking soda.
Slowly add the dry ingredients to the milk mixture, stirring constantly.
Cook for an additional 10 minutes, stirring occasionally.
Remove from heat and stir in the almonds, raisins, and pistachios.
Transfer the mixture to a greased baking dish and spread evenly.
Sprinkle the rose water over the top and bake in a preheated oven at 350°F for 25 minutes.
