Heat the milk in a heavy bottomed pan over medium heat.
When the milk comes to a boil, reduce the heat to low and simmer for about 30 minutes, stirring occasionally.
Add the sugar and stir until it dissolves completely.
Add the chopped pistachios, almonds, raisins, cardamom powder and saffron strands.
Simmer for another 10 minutes, stirring occasionally.
Remove from heat and let it cool down completely.
Pour the mixture into kulfi moulds or small bowls and freeze for at least 6 hours.
Serve the kulfi chilled. Enjoy!
