In a large bowl, mix together the rice flour, all-purpose flour, grated coconut, baking soda, salt, and sugar.
Add the water and oil and mix until a thick batter is formed.
Add the cardamom powder, cashew nuts, and raisins and mix until everything is well combined.
Heat oil in a deep pan over medium heat.
Drop spoonfuls of the batter into the hot oil and fry until golden brown.
Remove the pazhampori from the oil and drain on paper towels.
Serve hot with a cup of tea or coffee. Enjoy!
