Heat oil in a deep pan for deep frying.
Add the puffed rice (muri) and fry until golden brown.
Remove the fried puffed rice from the pan and keep aside.
In a large bowl, mix together the boiled potatoes, boiled chickpeas, chopped onions, chopped tomatoes, chopped coriander leaves, chopped mint leaves, cumin powder, chaat masala, black salt, red chilli powder, tamarind chutney, green chutney and sev.
Take a small portion of the mixture and shape it into a ball.
Dip the ball into the hot oil and deep fry until golden brown.
Remove the fried balls from the oil and keep aside.
Take a panipuri and make a hole in the center.
Fill the panipuri with the fried balls and top it with the fried puffed rice.
Drizzle the tamarind chutney and green chutney over the panipuri.
Garnish with sev and serve.
