To make the puri, mix together the flour, salt, oil and water in a bowl. Knead the dough until it is soft and pliable. Cover the dough and let it rest for 15 minutes.
To make the stuffing, mix together the mashed potatoes, mashed green peas, cumin powder, red chili powder, chaat masala, amchur powder, salt and coriander leaves in a bowl.
To make the pani, mix together the water, cumin powder, black salt, chaat masala, red chili powder, coriander leaves, tamarind chutney and mint chutney in a bowl.
Divide the dough into small balls. Roll out each ball into a thin circle.
Heat oil in a pan. Fry the puris in the hot oil until they are golden brown and crisp.
To assemble the pani puri, take a puri and make a hole in the center. Fill it with the stuffing. Dip it in the pani and serve.
