Heat oil in a pan over medium heat.
Add mustard seeds, cumin seeds, urad dal, and chana dal. Fry until they start to splutter.
Add chopped onion, carrots, green beans, and bell pepper. Fry for 2-3 minutes.
Add ginger-garlic paste, red chilli powder, turmeric powder, garam masala, and coriander powder. Fry for 1 minute.
Add oats and mix well.
Add 2 cups of water and salt to taste. Bring to a boil.
Reduce heat to low and cook for 10 minutes, stirring occasionally.
Add chopped tomatoes and cook for another 5 minutes.
Garnish with chopped coriander leaves and serve hot.
