In a bowl, mix together the oats, curd, onion, capsicum, carrot, coriander, cumin seeds, mustard seeds, turmeric powder, red chilli powder and salt.
Heat a non-stick pan and add a few drops of oil.
Pour a ladleful of the oats mixture onto the pan and spread it evenly.
Cook for a few minutes until the dosa is golden brown.
Flip the dosa and cook the other side.
Serve hot with chutney or sambar.
