Heat oil and ghee in a large pot over medium heat.
Add bay leaves, cinnamon sticks, cloves, and cardamom pods and fry for a few seconds.
Add the chopped onions and fry until golden brown.
Add the ginger-garlic paste and fry for a few more minutes.
Add the mutton pieces and fry until lightly browned.
Add the chopped tomatoes, coriander powder, cumin powder, garam masala, red chilli powder, and turmeric powder. Fry for a few more minutes.
Add the basmati rice and fry for a few more minutes.
Add the water and salt to taste. Bring to a boil.
Reduce the heat to low and cover the pot. Simmer for 20-25 minutes or until the rice is cooked and the mutton is tender.
Serve hot with raita or any other accompaniment of your choice. Enjoy!
