Soak the moong dal in water for at least 2 hours.
Drain the water and grind the dal into a coarse paste.
Add the chopped onion, tomatoes, bell peppers, cumin seeds, coriander powder, red chilli powder, turmeric powder and salt to the dal paste and mix well.
Heat a non-stick pan and spread a ladleful of the dal mixture on it.
Cook on medium heat for 2-3 minutes, until the edges start to brown.
Flip the chilla and cook for another 2-3 minutes.
Serve hot with chutney or ketchup.
