Heat oil in a pan and add cumin seeds. Once they begin to crackle, add chopped onions and saute until golden brown.
Add the ginger-garlic paste and green chili. Saute until the raw smell fades away.
Add chopped tomatoes, turmeric, chili powder, and salt. Cook until tomatoes are well cooked and the oil starts to separate.
Add the soaked moong dal to the pan along with enough water to cover the lentils. Cover the pan with a lid and simmer until dal becomes soft and tender.
Adjust the consistency of the curry to your liking by adding more water if needed. Let it boil for a few more minutes.
Serve hot with rice or roti.
