In a large bowl, mix together the flour, baking powder, and salt.
Add the oil and warm water and mix until a soft dough forms. Knead the dough for 5 minutes until it is smooth and elastic.
Cover the dough with a damp cloth and let it rest for 30 minutes.
Meanwhile, prepare the filling. In a large bowl, mix together the chopped vegetables, garlic, ginger, soy sauce, sesame oil, chili sauce, salt, and pepper.
Divide the dough into 12 equal portions. Roll each portion into a thin circle.
Place a spoonful of the filling in the center of each circle.
Fold the edges of the dough over the filling to form a half-moon shape. Pinch the edges together to seal.
Heat a large skillet over medium heat. Grease the skillet with oil.
Place the momos in the skillet and cook for 2-3 minutes on each side, until golden brown.
Serve the momos hot with your favorite dipping sauce. Enjoy!
