Soak the split peas in water for at least 4 hours.
Heat the oil in a pan and add the mustard seeds, cumin seeds, turmeric powder, red chili powder, coriander powder, garam masala, and asafoetida.
Add the onion, garlic, ginger, and green chilies and sauté until the onion is golden brown.
Add the tomatoes and cook until they are soft.
Add the soaked split peas and enough water to cover them.
Bring to a boil and then reduce the heat and simmer for 15-20 minutes or until the split peas are cooked.
Add the cilantro, salt, tamarind paste, jaggery, and roasted peanuts and mix well.
Heat the oil in a separate pan and fry the pavs until golden brown.
Serve the misal with the pavs.
