Heat the vegetable oil in a large pot over medium heat.
Add the garlic, ginger, and red chili flakes and cook for 1 minute.
Add the onion, celery, carrots, bell pepper, and mushrooms and cook for 5 minutes.
In a small bowl, whisk together the soy sauce, rice vinegar, and cornstarch.
Add the soy sauce mixture to the pot and stir to combine.
Add the vegetable broth and bring to a boil.
Reduce the heat to low and simmer for 10 minutes.
Add the bamboo shoots, water chestnuts, baby corn, and snow peas and simmer for 5 minutes.
Stir in the sesame oil and season with salt and pepper to taste.
