Step 1:

Heat the oil in a large pan over medium heat.

Add the water, salt, black pepper, garlic powder, onion powder, and chili powder. Stir to combine.

Step 4:

Bring the mixture to a boil, then reduce the heat to low and simmer for 5 minutes.

Step 5:

Add the chopped vegetables (if using) and cook for an additional 2-3 minutes.

Step 6:

Serve hot and enjoy!
