Wash and soak the rice in water for 30 minutes.
Heat the ghee in a heavy-bottomed pan and add the soaked rice. Fry the rice until it turns golden brown.
Add the milk to the pan and bring it to a boil.
Reduce the heat and simmer for 20 minutes, stirring occasionally.
Add the sugar, raisins, almonds, and pistachios and stir to combine.
Simmer for another 10 minutes, stirring occasionally.
Add the cardamom powder and stir to combine.
Remove from heat and let cool.
Serve the kheer warm or chilled. Enjoy!
