In a bowl, mix together besan, curd, red chilli powder, turmeric powder, cumin powder, coriander powder, garam masala, aamchur powder, sugar, salt and baking soda.
Add enough water to make a thick batter.
Heat oil in a pan. Add mustard seeds, cumin seeds and fenugreek seeds.
When the seeds start to crackle, add green chillies, coriander leaves, curry leaves, onion, tomato, capsicum, cauliflower, potatoes, paneer and mix well.
Fry for a few minutes until the vegetables are cooked.
Add the prepared batter and mix well.
Heat oil in a kadai for deep frying.
Drop spoonfuls of the batter into the hot oil and fry until golden brown.
Remove the pakodas from the oil and drain on a paper towel.
Serve hot with chutney or ketchup.
