In a large bowl, mix together the flour, salt, and oil. Slowly add the warm water and knead the dough until it is soft and pliable. Cover the dough and let it rest for 30 minutes.
In a small bowl, mix together the cumin seeds, fennel seeds, coriander powder, red chili powder, and garam masala.
In a separate bowl, mix together the mashed potatoes, onion, and cilantro.
Divide the dough into 12 equal portions. Roll each portion into a ball and flatten it into a disc.
Place a spoonful of the potato mixture in the center of each disc. Fold the edges of the disc to form a pouch and seal it.
Heat the oil in a deep-fryer or a large pot. Fry the kachoris in batches until they are golden brown.
