In a large bowl, mix together the flour, baking powder, baking soda, cardamom, nutmeg, cinnamon, cloves, ginger, and sugar.
In a separate bowl, mix together the water, yogurt, and ghee.
Add the wet ingredients to the dry ingredients and mix until a thick batter is formed.
Heat oil in a deep-frying pan over medium-high heat.
Drop spoonfuls of the batter into the hot oil and fry until golden brown.
Remove the jilebi from the oil and drain on paper towels.
