Heat oil in a large pot over medium heat. Add garlic and ginger and cook for 1 minute.
Add mushrooms, bamboo shoots, carrots, and celery and cook for 3 minutes.
Add chicken broth, soy sauce, rice vinegar, and chili sauce and bring to a boil.
Reduce heat and simmer for 10 minutes.
In a small bowl, mix together cornstarch and cold water until smooth.
Slowly add cornstarch mixture to the soup, stirring constantly.
Simmer for an additional 5 minutes, or until soup has thickened.
Remove from heat and stir in green onions and cilantro.
