Heat ghee in a pan and add wheat flour. Fry until it turns golden brown.
Add jaggery and water and mix well. Cook until the jaggery melts and the mixture thickens.
Add cardamom powder, nutmeg powder, fennel powder, poppy seeds, almonds, cashew nuts and raisins. Mix well.
Cook for 10-15 minutes until the mixture thickens and the ghee separates from the sides.
Serve hot or cold. Enjoy!
