Heat the oil in a large pot over medium heat.
Add the cumin and mustard seeds and fry for a few seconds until they start to crackle.
Add the turmeric, red chilli powder, coriander powder, garam masala and salt and fry for a few more seconds.
Add the rice and fry for a few minutes until the rice is lightly toasted.
Add the water and bring to a boil.
Reduce the heat to low, cover the pot and simmer for 15 minutes.
Turn off the heat and let the rice sit for 5 minutes.
Fluff the rice with a fork and stir in the chopped cilantro.
Serve the Fulka hot. Enjoy!
