Soak the toor dal in water for at least 30 minutes.
Heat oil in a pressure cooker. Add cumin seeds, coriander seeds, fenugreek seeds, mustard seeds, and asafoetida.
Add the chopped onion and sauté until golden brown.
Add the ginger-garlic paste and sauté for a few minutes.
Add the chopped tomatoes, green chilies, turmeric powder, red chili powder, garam masala, amchur powder, and sugar.
Add the soaked toor dal and salt to taste.
Add 2 cups of water and pressure cook for 3-4 whistles.
Garnish with cilantro leaves and serve hot with steamed rice or roti.
