Wash and soak the toor dal and basmati rice in separate bowls for 30 minutes.
Heat oil in a pressure cooker over medium heat. Add cumin seeds and mustard seeds and let them splutter.
Add the ginger-garlic paste, onion, green chilies, and tomato. Saute for a few minutes until the onion is soft.
Add the turmeric powder, red chili powder, garam masala, coriander powder, and salt. Stir to combine.
Add the soaked toor dal and basmati rice. Stir to combine.
Add the frozen peas and cilantro. Stir to combine.
Add 2 cups of water and stir to combine.
Close the pressure cooker and cook for 3 whistles.
Once the pressure has released, open the pressure cooker and fluff the dal rice with a fork.
Serve the dal rice hot with your favorite accompaniments. Enjoy!
