Rinse the dal thoroughly under cold water until the water runs clear.
In a pot, add the dal, water, turmeric powder, and salt. Bring it to a boil, then reduce the heat to low and let it simmer until the dal is soft.
In a separate pan, heat the oil and add the mustard seeds, cumin seeds, and dry red chillies.
Once the seeds start to pop, add the chopped onions and garlic. Fry until they are golden brown.
Add the garam masala powder to the pan and mix well.
Stir the onion mixture into the dal, and let it simmer for a few more minutes.
Serve the dal hot with rice or roti.
