In a bowl, mix together the wheat flour, all-purpose flour, cumin seeds, red chili powder, turmeric powder, coriander powder, garam masala, sugar, and salt.
Add the oil and mix until it forms a crumbly mixture.
Add the chopped onions, tomatoes, green chilies, and cilantro and mix until everything is well combined.
Add the split pigeon peas and mix until everything is well combined.
Add the water and mix until everything is well combined.
Heat a large pot over medium heat and add the dal dhokli mixture.
Cook for 10-15 minutes, stirring occasionally, until the dal dhokli is cooked through.
Serve hot with your favorite accompaniments. Enjoy!
