Soak the toor dal and basmati rice in separate bowls for 30 minutes.
Heat oil in a pressure cooker. Add cumin seeds and mustard seeds and let them splutter.
Add the chopped onion and sauté until it turns golden brown.
Add the ginger-garlic paste and sauté for a few seconds.
Add the chopped tomatoes and green chili and sauté for a few minutes.
Add the turmeric powder, red chili powder, garam masala, coriander powder, and salt. Sauté for a few minutes.
Add the soaked toor dal and basmati rice and mix well.
Add 2 cups of water and mix well.
Close the lid of the pressure cooker and cook for 3 whistles.
Once the pressure is released, open the lid and fluff the dal and rice with a fork.
Add the lemon juice and chopped cilantro and mix well.
Serve hot with your favorite accompaniment.
