Cut paneer into cubes, mix it with cornflour and a pinch of salt.
Deep fry the paneer cubes until golden brown.
Heat oil in a pan. Add the garlic, green chillies, onion and capsicum. Stir fry over high heat for 2 minutes.
Add the soy sauce, chilli sauce and vinegar. Mix well.
Add the fried paneer cubes to the sauce. Stir well until the paneer cubes are well coated in the sauce.
Cook for further 2 minutes.
Serve hot, garnished with green onions.
