Add the onions, bell peppers, and tomatoes and cook until softened, about 5 minutes.
Add the chicken and cook until heated through, about 2 minutes.
Remove from the heat and stir in the cilantro. Set aside.
To make the wrapper: In a large bowl, whisk together the flour, salt, sugar, and baking powder.
Make a well in the center and add the warm water and oil. Stir until a soft dough forms.
Knead the dough for 5 minutes, then cover and let rest for 15 minutes.
Divide the dough into 8 equal pieces and roll each piece into a thin circle.
Place 2 tablespoons of the filling in the center of each circle.
Fold the edges of the circle up and over the filling, pressing to seal.
Heat a large skillet over medium heat. Place the kathi rolls in the skillet and cook until golden brown, about 2 minutes per side.
Serve warm. Enjoy!
