Cut the paneer into small cubes.
In a bowl, mix together the cornflour, salt, and pepper. Add the paneer cubes to the bowl and toss until they are coated in the cornflour mixture.
Heat oil in a pan over medium heat. Add the paneer cubes and fry until they are golden brown. Remove the paneer from the pan and set aside.
In the same pan, add the onions, bell pepper, and green chillies. Cook until the vegetables are soft and translucent.
Add the ginger and garlic to the pan and cook until fragrant.
In a small bowl, mix together the soy sauce, chilli sauce, and vinegar. Add this sauce to the pan and stir until the vegetables are coated.
Add the fried paneer cubes back into the pan and toss until they are coated in the sauce.
Add water to the pan and let it simmer for a few minutes until the sauce thickens.
Serve the cheese chilli hot with fried rice or noodles.
