Preheat oven to 375 degrees F (190 degrees C).
In a medium bowl, sift together the flour, baking powder, baking soda, and salt.
In a large bowl, cream together the butter and sugar until light and fluffy. Beat in the egg, then stir in the milk and vanilla. Gradually stir the sifted ingredients into the creamed mixture.
Roll the dough into 1 inch balls, and place them 2 inches apart on an ungreased cookie sheet.
Bake for 8 to 10 minutes in the preheated oven, or until the edges are lightly browned. Allow cookies to cool on baking sheet for 5 minutes before transferring to a wire rack to cool completely.
