In a bowl, mix together besan, curd, turmeric powder, red chilli powder, ginger-garlic paste, sugar, salt and 1/4 cup of water.
Mix well to make a thick batter.
Grease a plate with oil and pour the batter into it.
Sprinkle sesame seeds, chopped coriander leaves and green chillies on top.
Place the plate in a steamer and steam for 15 minutes.
Once done, remove the plate from the steamer and let it cool.
Cut the dhokla into small pieces.
Heat oil in a pan and add mustard seeds, cumin seeds and asafoetida.
When the seeds start to crackle, add the dhokla pieces and fry for a few minutes.
Serve hot with chutney or sauce.
