Rinse the pearl barley under cold water and set aside.
In a large soup pot, heat the olive oil over medium heat.
Add the onions, carrots, and celery, and saute for 5 minutes until they are slightly tender.
Add the beef to the pot and cook until it is browned on all sides.
Add the pearl barley to the pot and stir well.
Pour in the stock, bring it to a boil, then reduce the heat and simmer for about 1 hour or until the barley and vegetables are tender.
Season the soup with salt and pepper to taste.
Serve the barley broth hot with a side of crusty bread.
