Soak the anjeer in warm water for about 30 minutes.
Heat the ghee in a pan and add the chopped almonds and cashews. Fry until golden brown.
Add the soaked anjeer and fry for a few minutes.
Add the sugar and milk and stir until the sugar is dissolved.
Add the cardamom powder and rose water and mix well.
Cook for about 10 minutes until the mixture thickens.
Add the raisins and mix well.
Serve the anjeer halwa warm or cold. Enjoy!
