In a bowl, mix together the flour, salt, and oil. Slowly add the water and knead into a soft dough. Cover and set aside for 15 minutes.
In a separate bowl, mix together the mashed potatoes, cumin seeds, coriander powder, garam masala, red chili powder, amchur powder, turmeric powder, green peas, and salt.
Divide the dough into 12 equal portions. Roll each portion into a thin circle.
Place a spoonful of the potato mixture in the center of each circle.
Fold the circle in half and press the edges together to seal.
Heat oil in a deep pan over medium heat.
Fry the samosas until golden brown.
Serve hot with chutney or ketchup.
